In 2015, Türkiye entered a new phase in its effective fight against terrorism when the PKK escalated violent attacks nationwide and municipalities governed by the DBP (Democratic Regions Party) declared so-called “self-rule” zones.

Legal proceedings were initiated against 93 municipalities for providing financial and logistical support to the terrorist organization. On September 1, 2016, through Decree Law No. 674 published in the Official Gazette, the Ministry of Interior appointed trustees (kayyum) to replace these administrations, effectively preventing the terrorist group from usurping national will.

In municipalities where trustees were assigned, not only were basic municipal services restored, but significant efforts were made to rebuild the sense of public security disrupted by terrorism. Resources previously funneled into terrorism were redirected into comprehensive investments benefiting the public in all sectors.

This book provides a general compilation of the positive social, cultural, and economic developments achieved in these municipalities following the Ministry of Interior’s appointments, restoring the people’s will and enhancing overall quality of life.
